In all civilized societies, the state assumes responsibility for the health and welfare of its citizens. The consititution of india provides that health is a state responsibility. The relevant poions are to be found in the directive principles of state policy, which are as below - The state shall, in paicular, direct the policy towards securing - ...that the health and strength of workers, men and women and the tender age of children are not abused and that citizens are not forced by economic necessity to enter ovocations unsuited to their age or strength. ...that childhood and youth are protected against exploitation and against moral and material abandonment. The state shall, within the limits of its economic capacity and development, make effective provision for secruring the right to work, to education and to public assistance in cases of unemployment, old age, sickness and disablement, and in other cases of undesrved want.
