It is because of the deficiency of Glycogen Phosphorylase. It is the first and rate-limiting enzyme of glycogenolysis. Deficiency of Glycogen phosphorylase in muscles is known as Mc Ardle's disease The other question usually asked is why muscle cannot maintain blood glucose then the answer is due to lack of enzyme glucose- 6-phosphatase. Glucose-6-phosphatase is required for maintainence of blood glucose and not utilization of glycogen. This enzyme is present in Liver.
